Transfer of Ownership

This is an guide for those having second thoughts on visiting a RTO due to various reasons from the time consuming waits to the not so important silly formalities they often Intimidate to follow, Its short and simple and saves you the hassle to visit various websites and forum to collect all the required data in one piece.

So the Transfer works like this, Breaking it in to Two Steps


STEP 1 : Obtaining Clearance Certificate (CC)
             [From the Jurisdiction of the registered RTO]



If Your Vehicle is Under loan, you need to cancel the Hypothecation at an nominal fee at the RTO itself (Extra Step Explained in Another Post)

Documents Required:

  • CC request letter from the owner - 1 No. (Format Attached)
  • Original RC Card
  • Photocopy of valid insurance - 1 No.
  • Photocopy of emission certificate – 1 No.
  • Self addressed envelope with Rs.27 worth of stamps affixed on it for local speed post


  • Cost: Free, there is no charge for CC

    Go to the Non transport / Documents Department and Verify your documents from an clerk, If Everything is in order he will guide you to get the signature of the office superintendent.
    Submit them to the Document collector with an PC in front of him an Obtain an "Acknowledgment" which looks like this

    CC along with the First/Previous Owner's Original RC will be Delivered Through Post around 3 - 4 Weeks, I've Pasted mine below

    STEP 2: Application of Ownership Transfer in 'Your' Jurisdiction
        [If your vehicle is registered in the same jurisdiction then in the same department]  


    Documents Required:

    • Form No. 29  – 2 Nos
    • Form No. 30 – 1 No.
    • RC Card Original
    • Photocopy of Insurance(should be Valid) - 1 No.
    • Photocopy of Emission certificate -1 No.
    • Photocopy of PAN card - 1 No. (Compulsary)
    • Original Clearance Certificate
    • Photocopy of address proof  - 1 No.
    • Self addressed envelope with Rs. 27 worth of stamps affixed
    Verify your Documents from the clerk/superintendent, if there are anything Required they will guide you, after which the total amount to be paid will be written on it by him/her
    Entry your Application into system by giving it to the guy with PC in front of him, take back the documents/ File

    After that go and Pay the Required amount in the counter and get the fee receipt/challans - 2 Nos, 'I have posted the samples below'

    Attach it to your existing documents and submit the complete file to the documents collecter and obtain the 'Acknowledgement'

    Cost: Transfer of Ownership - 105/-
              Smart card + hologram Fee: 137+63 = Rs 200/-
              Fine for late submission: 25 per month (they will charge 100)
              Total = Rs 405/- (For me)

    • NOTE: PAN is compulsory, if not available you have to submit Form 60/61, For Submitting the Documents you need to File them, if not they will reject it. You will find stationary shops opp. or adj. to the RTO's . You can find all Files/ Forms/ Envelopes there.
    Challans: 

    Transfer fee: 105 + Fine: 100 = Rs 200/-

    Hologram Fee: Rs 63/-

    RC Acknowledgement: 


    The Original RC Smart Card Will be delivered through speed post at your door step with in a month
    , Finally the under laying feeling of joy and achievement when you successfully hold the RC in your hands without going through/believing any touts or middlemen to get it done is Satisfactory


    RTO timings:
    Monday-Friday: 10:00 - 2:30
    Saturday : 10:00 - 12:00
